Bailey Allred

Project Designer


Bailey has ten years of experience in the design profession. She has provided specialized programming, planning, and design knowledge for many public and private projects. Her design experience encompasses a variety of project types including educational, institutional, higher education, municipal, commercial, residential and retail facilities. Bailey’s unique and diverse background make her a valuable asset to our company and for our clients. Her creativity gives her many opportunities to make a difference in our environment, both sustainably and aesthetically. Bailey is also an Adjunct Faculty Member at Wake Technical Community College teaching Revit and Welding.

Carl Smith


Architect / Construction Administrator


Carl’s personal conviction is that the construction phase of the delivery process is the most challenging of the design/delivery phases, and, properly managed, allows for the greatest opportunity to bring any project to a successful and satisfactory completion for all involved. This conviction has led him to devote the last twenty-five years of his career specifically to that phase of the project delivery process. Carl’s areas of specialty are specifications development and construction contract administration. He holds certifications with the Construction Specifications Institute (CSI) as a Certified Construction Contract Administrator (CCCA) and a Certified Construction Specifier (CCS), and is a certificate holder with the National Council of Architectural Registration Boards (NCARB).

Celise Bravo-Taylor

Celise has worked on a wide range of projects, from high-end commercial spaces to healthcare, educational, and recreational projects in the public sector. She is interested in designing spaces that deliver dignity, improve health outcomes, and promote learning opportunities for the communities they serve. Her approach to each project involves close collaboration with the client to fully understand and connect the programmatic requirements of a building with the values of its constituents. She has a keen eye for color and material selection and values this as an important part of the design process. Celise is a team player that brings an open mind to each project. She strives to create vibrant and thoughtful designs that exceed client expectations and positively engage the community at a civic and individual scale.

Christine Proctor

Construction Administrator

Christine has over twenty-five years of hands on Construction Administration experience in Onslow County. She has the unique ability to guard our client’s interests while maintaining a strong productive relationship with the contractor. Her experience from the construction side of the project and insight into design intent and client needs result in money saved and clients that request her on all of their projects. Christine takes great pride in working to ensure quality architecture for her hometown.

Drew Wilgus




Drew brings a keen sensibility for design functionality and aesthetics to each and every project. He believes that architecture is a function of pride in accomplishment; as such, the pride of the owner, occupants and those involved during construction is what makes a building more than just a building. Driven to deliver the best possible solution, Drew continues to search out the most effective tools and techniques. His experience with various types of performance, presentation, and documentation software helps to shed light on the process of design.

Edward Gordon


Principal / Vice President


Ed is the Vice President of and Director of Educational Planning for Smith Sinnett Architecture. He was the first Certified Education Facility Planner in the state of North Carolina. For more than twenty years, he has studied and worked with schools and school systems to understand how teachers and students use their facilities to optimize education time and functionality. He brings significant experience in research, site selection, facility assessments, programming, budgeting and master planning to all of Smith Sinnett Architecture’s projects, thereby ensuring that the client’s vision becomes reality.

Jamey Glueck




Jamey joined Smith Sinnett Architecture in 1997. Through his dedication to each academic and professional experience, he has cultivated a broad but thorough knowledge of design theory, methodology, and construction. Jamey is passionate about creating exceptional places for people. He believes meaningful places must be environmentally and socially responsible and creating them requires an open-minded holistic approach from the inception. In addition to being a project manager and architect at Smith Sinnett, Jamey enjoys serving as an assistant professor of Practice of Architecture at North Carolina State University, College of Design.

Jamie Gordon

Jay Sikes




Jay believes that architecture is a cultural discipline of concept and phenomenon, tasked with the organization of form and space, for the betterment of humanity. While working for offices in Washington DC, New York City, and North Carolina, Jay has developed expertise in contemporary design, mixed-use, urban infill, adaptive re-use & historic preservation. He has experience in many project types, specifically, office/commercial, upfits & interiors, and multi-family residential. Jay is committed to both his profession and the greater community, through numerous volunteer activities, including SparkCON, CAM-Raleigh, and the Residential Architecture Tour. He is a frequent guest juror at the NCSU College of Design and a mentor to students through the Young Architects Forum.

He remains continually attentive to program, accessibility, code, budget, aesthetics, constructibility, and sustainable design, as he works with clients to help them realize their vision.

Rhonda is President of Smith Sinnett Architecture, a Historically Underutilized Business (HUB), woman owned firm. She has over thirty-five years of experience designing and planning public projects. Rhonda has specialized in project management for State Construction projects over the last twenty years. Her collaborative approach to programming and design make her an asset to every project, beginning with initial concept design and following through to the inhabitation of the building. She presently serves as an officer of AIA Triangle and as president of the Association for Learning Environments, North Carolina.

Robert Carmac

Robert, a Principal with Smith Sinnett Architecture, P.A., has been with the company since 2003; he has worked on a variety of project types, focusing primarily on municipal and educational projects. His range of talents has enabled him to manage every phase of a project from pre-design through owner occupancy. Robert works closely with his clients as they navigate budgets, ensuring all parties understand their project schedules and cash flow implications. Robert’s cre­ative problem-solving and thoughtful design approach make him an invaluable asset to any project.

Scott McConnell

Since Scott joined Smith Sinnett Architecture, he has had the opportunity to work through all phases of a variety of projects from the programming stages and site selection, to design, and through construction and closeout. Under Scott’s supervision, our projects are completed on time for satisfied clients. Scott’s creative work is motivated by a strong desire to create and build spaces that positively and profoundly affect the people that inhabit them. While he believes that design should be first and foremost efficiently functional, he values the tangible and lasting impact of good architecture.

Steven L. Hawely

As Project Executive, Steve Hawley is a single point-of-contact throughout all phases of planning, design, and construction. He is an experienced project manager who has directed the delivery of new and renovated K-12 schools ranging from $10 million to $52 million in construction costs. Steve has a strong working relationship with each member of our team and a proven ability to deliver projects on time and on budget.
